chore(pingcap/tidb): increase timeout values in vector search test configuration

This commit updates the timeout settings in the `pull_vector_search_test.groovy` file, increasing the overall pipeline timeout from 45 to 60 minutes and the test stage timeout from 30 to 45 minutes, allowing for longer execution times during testing.
