chore(pingcap/tidb-operator): update dind-daemon command and args in latest-presubmits.yaml

This commit modifies the `latest-presubmits.yaml` file to change the command for the dind-daemon container to use `/usr/local/bin/dockerd-entrypoint.sh` and adds the `--experimental` argument. Additionally, it removes redundant security context settings for the e2e job.
