chore(pingcap/tidb): update TARGET_BRANCH_TIDB to master in smoke test pipeline (#3507)

Changed the TARGET_BRANCH_TIDB variable from "feature/next-gen-tidb" to
"master" to align with the current branch strategy.
* The previous feature development branch has been deleted, and future
development will be based on the Master branch.
