Changes

chore(tikv/pd): remove obsolete GHPR build configurations (#3595)

- Deleted the `ghpr_build.groovy` and `pod-ghpr_build.yaml` files from
the TikV PD pipeline, as they are no longer needed.
- Removed the associated `ghpr_build.groovy` script that defined the
Jenkins pipeline job and its parameters.
- Cleaned up the pod configuration file used for the build process.

This commit helps streamline the CI/CD setup by eliminating outdated
configurations.
