refactor(pipelines/pingcap/tidb-operator): update e2e-runner image  (#3559)

This commit changes the e2e-runner image from docker:28.1-cli to
ubuntu:22.04. It updates the installation process to use apt-get for
installing necessary packages, including Docker CLI, and modifies the Go
installation to use version 1.23.10. These changes enhance the
environment setup for the CI process.
