feat(scripts/artifacts/gethash.py): enhance gethash.py to support tag and commit version formats

It adds support for version specifications prefixed with "tag/" and "commit/", improving the flexibility of the script. Additionally, the error messages for missing parameters have been clarified, and the help description has been enhanced with example usage for better user guidance.
