chore(pingcap/tidb): add skip_if_only_changed condition to postsubmit jobs (#3526)

Close  https://github.com/PingCAP-QE/ci/issues/3516

Updates the latest-postsubmits.yaml file to include the
`skip_if_only_changed` condition for several postsubmit jobs, enhancing
the job configuration for better handling of changes.
