chore(prow-jobs/pingcap-qe/ci): expand GitHub data collection scope and adjust resources (#3462)

- Add more organizations to crawl (pingcap, tidbcloud, PingCAP-QE)
Extend commit crawling period from 10 to 11 years
- Increase job timeout from 12h to 23h30m
- Adjust CPU/memory resource allocations for better efficiency Add error
handling for PR merge failures
