refactor(tiflow): update download script for enterprise tools in syncdiff integration tests (#3430)

Replaced the download URL for tidb-enterprise-tools from a fixed nightly
version to a specific versioned internal artifact URL. Download using
the internal network cache address to avoid unstable external network
requests.
