feat(dev-build): support new ticdc build in devbuild (#3396)

The new architecture of ticdc is being developed in the new repository
https://github.com/pingcap/ticdc , while the existing cdc in tiflow also
needs to continue support. This PR will enable the devbuild to support
the construction of the new architecture of ticdc.
