ci(prow): remove release-8.5 specific presubmits from tiflow (#4335)

The release-8.5 branch-specific presubmits have been removed:
- pull-check-8.5 renamed to pull-check
- pull-unit-test-cdc-8.5 renamed to pull-unit-test-cdc
- Removed four Jenkins jobs for release-8.5 branch
