ci(triggers): add github-tag-build-community-linux-fts trigger (#4197)

Add Tekton Trigger that listens for GitHub tag-created events on release
tags matching v8.5.6+-<date>-<sha> for selected repos and applies
per-repo overlays (timeout, workspace size, builder CPU/memory). Bind
build params and reference the build-component-linux template. Include
the new trigger in the env-gcp kustomization.
