ci(pipelines/tidb): compute ticdc oci tag consistently (#4188)

use computeArtifactOciTagFromPR for ticdc with the same
release-fts->master base_ref mapping as pd. remove the special-case that
forced release-8.5 for feature/materialized_view PRs to standardize OCI
tag computation across components
