pipelines(tiflow): set agent none and simplify pipelines (#4143)

- Set prow.setPRDescription early. 
- Remove Debug and Checkout stages and drop net-tool/report containers
from pod templates.
- And move checkout into Test stage to address the git folder parsing
issue.
