fix(pipelines/pingcap): simply docs pull_verify pipelines

Add prow.setPRDescription(REFS) at pipeline start
Switch to agent none and replace complex checkout logic
Use prow.checkoutRefsWithCache, remove Debug stage and
consolidate Checkout, Prepare and Test stages; download
check scripts in Prepare and run checks in Test
