refactor(tekton): remove tidb-operator and move tiflow-operator (#3917)

- Delete v0 triggers for pingcap/tidb-operator and remove their entries
from the v0 kustomization, they are migrated to v1.
- Move pingcap/tiflow-operator trigger manifests into v1 env-prod2 and
add them to that kustomization.
