refactor(tekton/v1): refactor triggers for next-gen builds and add tag support (#3812)

- Consolidate branch build triggers into generic next-gen triggers with
overlays for resource configuration.
- Add support for tag-based builds.
- Update kustomization to use new triggers and remove old per-repo
files.
